My friend and I tried to attempt the same thing to see what the result would be. At that time, our brains weren't working too well and we were using small pebbles to make splashes wheras we should have used water droplets themselves and such. She would drop in the rocks while i took pictures (with a normal, unprofessinal camera) and later i edited the photos. It comes nowhere close to the photo by "Gwarf" but i thought our photo to be interesting enough.

Its almost like neon colors against a black background! really stands out. I really love the splash though, almost like smoke... *ponders for awhile*

Yeah, definitely a bit different from the picture by Gwarf, but you don't want to be exactly the same anyway. The idea you were going for is cool, with the neon papers in the background. My only suggestion is that if you were gonna do neon papers, maybe they should have covered the entire background instead of half. But then again, I haven't really experienced much with water so I don't know.
